Cardano governance hits a wall as treasury reaches 91% cap

Thirty enacted withdrawals have used 457.4 million ADA of the 500 million allowance, which incoming funds and refunds do not replenish.

Quick Take

  1. Thirty enacted withdrawals have used 457.4 million ADA of Cardano's current 500 million allowance, leaving 42.6 million.
  2. Treasury inflows and returned grants increase assets but do not replenish the current gross withdrawal allowance.
  3. An unenacted 22 million ADA copper request would leave 20.6 million if enacted first under an unchanged limit.

Cardano has 42.6 million ADA left under its current treasury withdrawal allowance, even though the treasury itself holds about 1.38 billion ADA. New treasury withdrawals must fit inside that remaining authority or follow a newly agreed limit.

As of Oct. 16, 2026, 30 enacted treasury-withdrawal actions from epoch 613 totaled 457,395,629 ADA. Against the agreed 500 million ADA ceiling, that leaves about 8.5% of the allowance for the period ending around July 3, 2027.

A new 22 million ADA copper-reserve request would consume more than half that room if enacted. For developers seeking another grant and ADA holders deciding how to allocate public funds, the choice depends on how much additional funding governance can approve. Programs funded by earlier withdrawals can continue paying for work from money already allocated.

How Cardano's withdrawal allowance works

Cardano's Net Change Limit agreement covers epochs 613 through 713, beginning Feb. 13, 2026, and ending around July 3, 2027. It counts withdrawals already debited during that period, including those made before the limit increased.

Despite its name, this agreement measures gross withdrawals. Reserve allocations, transaction-fee income, donations, and returned grant money do not offset the amount counted against the ceiling. Expected, draft or unratified withdrawals also do not count: the relevant event is an enacted action debiting the treasury.

Current allowance accountingADA
Agreed withdrawal ceiling500,000,000
Enacted withdrawals since epoch 613457,395,629
Remaining withdrawal authority42,604,371

The latest Koios balance available at retrieval was about 1.378 billion ADA in epoch 661, up from about 1.337 billion ADA in epoch 650. That is an increase of about 40.9 million ADA, while the withdrawal allowance remains unchanged.

Incoming ADA can strengthen the treasury's assets without expanding the amount authorized to leave it. Returning unused funding similarly benefits the treasury balance but does not erase the original withdrawal from this period's accounting.

An InfoAction submitted July 2 recorded the 500 million ADA limit. Its final voting summary, from epoch 647, shows 62.35% stake-weighted DRep support. Delegated representatives (DReps) exercise voting power assigned by ADA holders.

The Cardano Constitution requires agreement of more than 50% of active voting stake for an NCL and prohibits withdrawals that exceed the applicable limit. The Constitutional Committee reviews whether governance actions comply with the charter, while individual treasury withdrawals require their own approvals.

An InfoAction records agreement without itself withdrawing funds or enacting a protocol parameter. Cardano Foundation's Aug. 5 meeting notes recognized the increase to 500 million ADA. That agreement remained the latest NCL in the InfoAction records checked on Oct. 16.

The constitutional limit applies to additional withdrawals. Money already withdrawn remains available under its program's delivery and oversight arrangements, and governance can agree another limit.

What the remaining authority means for funding

The Cardano Strategic Copper Reserve request seeks 22 million ADA. Proposed in epoch 661, it remained unratified and unenacted in the Oct. 16 snapshot, so it has not reduced the remaining allowance.

If it were enacted in full before any other new withdrawal, with the limit unchanged, headroom would fall to 20,604,371 ADA. Under those assumptions, it fits within today's remaining authority, but approving it would leave less capacity for other requests.

Voters would be allocating more than half the current room to this single proposal.

Cardano treasury allowance as of October 16, 2026: 457.4 million ADA withdrawn and 42.6 million remaining under a 500 million cap. An unenacted 22 million ADA copper request would leave 20.6 million if enacted first under the unchanged limit. Treasury balance is separately about 1.38 billion ADA.
Cardano has 42.6 million ADA left under its withdrawal ceiling, falling to 20.6 million if the copper request passes first.

The project commits to returning realized net copper-sale proceeds and unused funds by month 36, without guaranteeing recovery of the original ADA principal. Any eventual return would replenish treasury assets without reopening this gross-withdrawal allowance.

That creates a specific trade-off for DReps assessing the proposal. A potential future recovery of treasury assets does not preserve room for another withdrawal during this period. The immediate allowance cost would be the full 22 million ADA, irrespective of any later refund.

OpenZeppelin's separate 11,787,063 ADA stack request expired in epoch 661 without ratification or enactment. This withdrawal did not fund the project, and its proposed 12-month quarterly delivery schedule did not consume the ceiling. An unsuccessful request leaves the allowance available for other decisions.

The latest enacted withdrawal in the period was 120 million ADA for AlphaGrowth's Cardano PRIME in epoch 650, beginning Aug. 17. That debit is already included in the 457.4 million ADA cumulative total.

PRIME's funded terms describe a 12-month program administered by Intersect, with phased releases, a Month 4 gate for Phase 3, and return triggers for unused, unearned, or unreleased funds. The treasury withdrawal and later releases to the program are separate steps.

In its Oct. 9 update, funding administrator Intersect reported that MLabs' Plutarch and Ply maintenance contract had been funded that week for 12 months of work across four quarterly cycles.

Its Oct. 2 report also described withdrawn budgets held in live contracts. Such arrangements let funding already outside the treasury support work in subsequent months.

As the team approaches its next milestone, the practical question is whether payment comes from an existing allocation or requires a new treasury withdrawal.

Only a new withdrawal uses additional room under the allowance. The remaining 42.6 million ADA does not reflect recipients' cash balances or the value of work they still need to deliver.

DReps can prioritize requests within that amount, consider smaller withdrawals or defer them until they fit an applicable limit, and they can also agree to another NCL.

Those governance decisions determine how much additional funding Cardano can authorize during the current period.
