GenLayer is an AI-native adjudication protocol designed to help autonomous agents, decentralized applications, and digital systems resolve disputes that cannot be settled through deterministic code alone. Founded in 2023, GenLayer combines blockchain settlement with independent AI-powered validators that evaluate natural-language agreements, online evidence, and subjective real-world outcomes. The project positions itself as trust infrastructure for the agentic economy, where software agents may transact, provide services, and disagree without access to conventional courts.

Company Background and Structure

GenLayer was created by GenLayer Labs, a research and engineering organization led by co-founder and CEO Albert Castellana. José María Lago serves as chief technology officer, while Edgars Nemše is chief product officer. The protocol is separately supported by the GenLayer Foundation, which funds ecosystem development, coordinates early governance, and plans to transfer stewardship to a proposed community governance system called Deepthought DAO. David Riudor serves as the Foundation's CEO.

The project emerged from the founders' work on autonomous agents and coordination systems. GenLayer Labs describes the protocol as a judgment layer for situations in which parties agree on rules but still require interpretation to determine whether an obligation was fulfilled.

Intelligent Contracts and Optimistic Democracy

GenLayer's primary application primitive is the Intelligent Contract. These programs combine Python, natural-language instructions, large language models, and access to web-based information. They execute within GenVM, a sandboxed runtime that separates deterministic operations from non-deterministic tasks such as model inference and online data retrieval.

The network uses a consensus process called Optimistic Democracy. An initial group of five randomly selected validators independently evaluates a case, with one validator proposing an outcome and the others assessing whether it satisfies the contract's stated equivalence conditions. A majority decision enters a finality period. Appeals expand the validator group according to a 2n+1 model, increasing the number of independent assessments until the decision becomes final. GenLayer targets roughly 30-minute resolution for common cases, although contested cases can take longer.

Architecture and Use Cases

GenLayer separates conventional blockchain execution from AI-based judgment. Its EVM-compatible GenLayer Chain uses ZKsync infrastructure for deterministic settlement, while an overlay network of validators runs GenVM and the protocol's AI consensus. The system is intended to support agent-to-agent agreements, prediction markets, insurance claims, decentralized governance, online work verification, intelligent oracles, and escrow-based commerce.

In July 2026, the GenLayer Foundation introduced Internet Court, an interoperability initiative for AI-agent agreements and disputes. The initiative brought together more than 20 organizations across wallets, payments, identity, execution, and blockchain infrastructure, including MetaMask, OKX, BNB Chain, and Matter Labs.

Funding and Network Development

GenLayer announced a $7.5 million seed round in August 2024 led by North Island Ventures. Participants included Arrington Capital, Node Capital, ZK Ventures, WAGMI Ventures, BlockBuilders, and Maelstrom, the family office associated with Arthur Hayes. This is the principal publicly detailed funding round identified for the project.

The network progressed through the Asimov and Bradbury testnets, with Bradbury introducing validator-controlled model selection, inference configuration, model routing, and defenses against adversarial prompts. GenLayer's published roadmap schedules Clarke as its mainnet release candidate and targets a mainnet launch in the fourth quarter of 2026. As of September 2026, the mainnet remained under development.

Risks and Considerations

GenLayer depends on AI models and online information sources that can produce inconsistent, biased, outdated, or manipulated outputs. Its multi-validator design and greyboxing controls are intended to reduce correlated errors and prompt-injection attacks, but they cannot eliminate model risk. The network must also demonstrate reliable validator incentives, affordable inference costs, sufficient decentralization, and secure appeal mechanisms. GenLayer verdicts may settle onchain escrow or protocol actions, but they do not automatically carry the legal authority of judgments issued by courts in national jurisdictions.
